Since there are a variety of personalities out there, and some
people just react differently to different situations.
After all, for all those doing the "stalking", they probably think
that they are being persistent and determined. "Why not?" They
might think, as so many serials/soaps show the determined "hero"
succeeding in wooing his "heroine".
This is encouraged by the real life stories of girls/ladies who
actually view initial rejection as part of the chase, whom
eventually accept persistent types.
You also have the camp of people whom believe strongly in
developing feelings over time, so "stalkers" may just want to try
their luck by increasing their exposure.
